Rob is the President and Chief Executive Officer of OMNI. Rob joined OMNI in 2008 as Staff Attorney and has been a central figure in developing OMNI’s services around the 2009 §403(b) Regulations, implementing OMNI’s §403(b) and §457(b) written plans and creating OMNI’s Preferred Provider Program (P3). Rob’s prior roles at OMNI also include Compliance Director, Chief Compliance Officer, General Counsel and Vice President.
Prior to joining OMNI, Rob practiced law at a Rochester, New York law firm handling civil litigation matters in both Federal and State Courts. Rob also clerked for the Villanova Graduate Tax Program and litigated matters in the United States Tax Court.
Rob has worked closely with OMNI's clients, teachers’ unions and attorneys at drafting school district policies and agreements which incorporate deferred compensation plans. Rob has also been a frequent presenter at 403(b) seminars for OMNI’s clients and investment providers, as well as at ASBO events throughout the country including International ASBO, NY ASBO, CT ASBO, New Mexico ASBO and NTSA.
Rob holds a Bachelor of Arts from Boston College and a Juris Doctor from Villanova University School of Law and is admitted to practice law in New York and Massachusetts State Courts, Federal District Courts (NDNY & WDNY) and the United States Bankruptcy Court. He lives in Rochester, NY with his wife and four children and has served on boards of various not-for-profit organizations in the Rochester community.
Sarah BreinerGeneral Counsel
Sarah Breiner - General Counsel
Sarah Breiner joined U.S. OMNI in January 2016 as Staff Attorney and became General Counsel in November 2017. Sarah works closely with OMNI's clients to ensure that their 403(b)/457(b) plans are operating in accordance with IRS regulations and applicable state law, as well as providing assistance to OMNI’s clients in connection with IRS audits. Sarah has also presented at ASBO events throughout the country. Prior to joining OMNI, Sarah worked at a Rochester, New York law firm handling complex litigation.
Sarah holds a Bachelor of Arts degree in Sociology & Psychology from Stony Brook University and a Juris Doctor from Touro College Jacob D. Fuchsberg Law Center, where she graduated magna cum laude. Sarah is admitted to practice law in New York State and several Federal District Courts. Prior to joining OMNI, Sarah worked at a Rochester, New York law firm handling complex litigation. Sarah has over 10 years of experience practicing law in a range of areas.
Scott KlotzbachDirector of Remittance
Scott Klotzbach - Director of Remittance
Before joining OMNI in 2009, Scott spent many years employed by a large Western New York accounting firm. While serving in the United States Army, he developed and demonstrated exemplary accountability and leadership skills. Scott holds a degree in Accounting and has over a decade of experience in this field. He is responsible for leading and managing the effective delivery of all activities and services in OMNI’s Remittance Department. Scott also leads OMNI's implementation process and provides oversight in the event of an IRS audit.
Regina Bauer - Controller
Regina has worked in division level corporate accounting and finance positions, as well as in small, mid-sized, large and international businesses both private and public.
Before joining OMNI in 2017, she held the position of Controller for a mid-size business
with multi-state locations. As Controller for OMNI, Regina is responsible for all areas of accounting, finance, payroll, benefits, and operations for the company. Regina holds a
Bachelor’s Degree in Accounting from St. John Fisher College and has been a Certified Public Accountant (CPA) for over 20 years. Regina has over 20 years of experience in public and private accounting.
Bill ScarbroughDirector of IT
Bill Scarbrough - Director of IT
Bill brings to OMNI over 20 years of experience in the area of computer science. Prior to joining OMNI, he spent over a decade at a large Western New York title insurance company sharpening his leadership and development skills. He also brings quality improvements skill sets he attained while in the manufacturing and retail industries developing and deploying new technology processes. Bill is responsible for leading, managing and supporting OMNI's IT Department and in-house software systems.
Bill holds a Bachelor of Computer Science from the State University of New York at Brockport and an Associate Degree in Industrial Electronics from the State University of New York at Alfred.

Steve Thomson - Director of Marketing
Steve has spent over 20 years in marketing across a variety of different fields. He has a strong background in creative development with an emphasis in brand positioning and advertising. He is responsible for the day to day marketing activities as well as developing OMNI's overall brand strategy. Steve is also responsible for all website related initiatives including, promotions, advertising, public relations and social media. Steve holds a Bachelor of Graphic Design from Rochester Institute of Technology.

Mark Buckley - Director of Business Development
Mark Buckley brings over 25 years of strategic sales experience to OMNI. Prior to joining OMNI, Mark provided sales, marketing, and business development services throughout the Northeast. Mark’s experience also includes work in the financial services industry where he was a top producer for one of the largest regional banks in the country.
Mark is responsible for identifying target markets, new client acquisition, developing channel partnerships and extending market penetration nationwide.
Mark holds a Bachelor’s Degree in Communications from The University of Dayton.
